HNTB Business Analyst III - Digital Transformation in Arlington, Virginia

What We're Looking For

You will be part of a mission-driven, cross-functional team responsible for delivering a digital maintenance and engineering inspection program for the rail group of the Washington Metropolitan Area Transit Authority (WMATA). Your work will benefit the millions of riders who use the rail transit system of the national capital region.

You will be responsible for supporting project management and planning, gathering and documenting requirements, acting as liaison and integrator between end-users and software developers, implementing software and hardware tools at field locations around the national capital region, training end-users, and developing lessons learned as you go along.

Help bring Metro "Back to Good" by improving the Metrorail system's safety and reliability through digital automation with a new career opportunity starting in January 2023.

This job would be a good fit for you if you like to solve complex problems that need crosscutting solutions. You will work as part of an interdisciplinary team--supporting the project manager and deputy project manager--with project planning, initiation, and execution.

Skillsets Needed:

  • Excellent with Microsoft 365 applications (Word, Excel, PowerPoint, Outlook, Teams, SharePoint)

  • Excellent at workflow diagramming

  • Excellent at eliciting end-user requirements and documenting them in a spec

  • Good at technical and persuasive writing

  • Proficient at scheduling meetings, drafting agendas, and writing minutes

  • Proficient at conducting in-person training

  • Proficient at documenting issues and working with end-users for resolution, or elevating issues to management

  • Proficient at preparing reports with narratives, charts, and graphs

  • Familiar with methods of testing new software applications

Experience, Qualities, and Attributes for Success:

  • You approach problems with a systems engineering mindset.

  • You are good at engaging with a wide range of stakeholders from the conference room to the field.

  • You have your own transportation and are comfortable traveling to Metro locations in DC, Maryland, and Virginia to meet with end users.

  • You listen to stakeholders, are empathetic, and will be an advocate for the Metrorail system, the people who maintain the system, and the millions of riders.

  • You have professional experience in one or more of the following fields: transit, transportation, logistics, or construction.

  • You are organized, a self-starter, and can work with a moderate degree of autonomy.

  • You are comfortable with ambiguity, but are solutions-oriented and can break down that uncertainty into component requests for information to increase knowledge.

  • You can be doggedly patient but also have an afterburner to work hard and fast when needed.

  • You can think critically and analytically.

  • You can maintain focus on what is most important even when distracted or pulled off topic.

Preferred Qualifications and Skills:

  • Prior experience working on a software application rollout

  • Hold Project Management Professional (PMP), Lean Six Sigma, or other relevant organizational improvement certification

  • Experience in a rail sub-discipline (ATC/signals, power, track)

  • Experience developing analytical tools and dashboards in PowerBI, Tableau, or similar

Essential Responsibilities:

  • Conducts requirements gathering and configuration work sessions. Documents results of discussions regarding project requirements and procedures as related to their application and use within project management tools. Supports project team in drafting project procedures based on discussions with project team, documented requirements, and contractual documents.

  • Recommends appropriate technology solutions to support requirements of a program/project.

  • Assists project team in selection of an appropriate project management control system (PMCS) solution.

  • May lead cross-functional teams in developing project procedures and/or implementing procedures within project management system(s).

  • Leads sessions to configure PMCS or other function-specific tools to support project requirements. May provide ongoing support to project team for configuration, adjustment, and reporting from PMCS systems on moderate to complex engagements.

  • Reviews project procedures and project systems implementation to drive consistency and coherence between procedures and system use. Builds workflow diagrams to support modeling of business processes and development of procedures.

  • Develops training documents for system administrators and project personnel. Trains project team members and system administrators.

  • Leads technology support team on larger engagements.

  • Performs other duties as assigned.

Minimum Qualifications:

  • Bachelor's degree in Engineering, Architecture, Construction Management, Information Technology or Business

  • 5 years related experience

  • In lieu of education, 9 years IT business process analysis and/or project controls experience
