What We're Looking For
Responsible for supporting the budget/cost management duties for large transportation program /projects. Has specialized cost analysis experience and ability to perform all cost functions. Prepares and maintains client budgets for projects/programs. Manages the vetting and recording of costs for projects. Monitors cost history to develop trends and forecast cost at completion. Establishes and tracks contingency funds.
Primary Focus Will Include:
Assist with oversight and/or performance of the items below for projects within a large Transportation Program
Identify and maximize funding from all sources
Ensure that adequate funds are available in the appropriate time frames to advance the delivery of the projects as scheduled
Develop and monitor prosecution of updates to MPO Transportation Improvement Plans
Develop FHWA major project initial financial plans and subsequent annual updates based on the financial delivery models
Establish budgets based on rigorous estimating processes
Follow established change management processes
Capture, monitor and report costs incurred against budgeted values within the Program Management Controls System
Coordinate with project teams to determine a forecast of future costs, facilitating the maintenance of a current EAC
Provide timely information enabling proactive informed decision making by management
Preferred Qualifications and Skills:
5 - 10 year of experience in managing and reporting on budget and cost forecasting
Experience with civil transportation projects / programs
Strong analytical capabilities coupled with critical thinking
Super-user Excel skills
e-Builder Program Management Control System experience or comparable
Power Point competent
What You'll Need
Leads budget/cost management duties for small to moderate programs/projects. Supports the development and maintenance of difficult or very complex budgets. Manages program and project-level budgeting implementation, including tracking of contingency distributions.
Supports clients by preparing and managing client budgets, costs forecasts, and contingencies for moderate-sized projects. Supports the management of all external costs for a project, including HNTB work, contractor(s), and other consultants.
Supports project controls manager in developing cost breakdown structure and chart of accounts for project. Establishes processes and procedures related to project cost management in line with project controls manager.
Enables setup and initial loading of baseline budget into budget management system. Oversees tracking of all budget, commitment, and expenditure transactions. Documents and tracks changes to budget. Records commitments and expenditures. Reviews and approves project invoices from all project vendors (contractor, designer, consultants, etc.).
Generates cash flow forecasts in collaboration with scheduling resources. Tracks multiple funding source distribution and drawdown.
Produces or directs production of budget/cost report, including budget reports, forecast-at-completion estimates, and other reports as needed. Identifies and tracks potential cost issues/overruns and investigates anomalies in budgets and actual expenditures.
Supports change order process, including recording estimate-at-completion (EAC) impacts of potential or requested change orders.
Leads quantitative cost risk analysis workshops and oversight.
Performs other duties as assigned.
