HNTB UDP II - MARTA Transportation Planner in Atlanta, Georgia

What We're Looking For

The Transportation Planner is responsible for a wide range of transportation planning studies, maps, and analysis. The position also includes work with bus stops and bus stop amenities (such as shelters and benches). Responsibilities include technical planning activities, studies, reports, and policy analysis. The incumbent supports major regional planning initiatives, including (but not limited to) an assortment of spatial analysis using GIS, statistical analysis, and mapping; the installation of 1,000 bus shelters and benches across MARTA’s transit system; the installation of new bus stop signage system-wide; compliance with Title VI regulations; and the development of long-term and quick-build transit hubs. The incumbent analyses bus and rail routes, stops and stations, census data, demographics, bicycle and pedestrian conditions, and more. The incumbent will conduct GIS mapping and analysis, as well as develop maps and other solutions using ArcGIS Online. Incumbent will work with MARTA staff and may build or manage relationships with external local jurisdictional partners at staff level, such as local governments, community improvement districts (CIDs), or property owners.

These positions will be co-located at the client’s offices and under direction of client supervision.

Primary Focus Will Include:

  • Supports short and mid-range regional planning initiatives related to bus stops, amenities, transit hubs, and other projects.

  • Conducts spatial analysis, statistical analysis, mapping, diagrams, charts, and other graphics to support regional planning initiatives and presentations to management.

  • Develops and maintains GIS assets (including data and ArcGIS Online applications on MARTA’s internal ArcGIS Online platform) used to support amenities projects.

  • Develops or supports short and mid-range plans for bus stop, bus stop amenity, and transit hub projects. Identifies and evaluates potential amenity sites

Additional Position Requirements:

  • Supports Planning long and short-range transit initiatives, provides input and support for business objectives.

  • Performs various levels of Project Management activities.

  • Assists in the development and implementation of program improvements, best practices, and procedures.

  • Conducts analysis to guide regional planning initiatives, including assessing effectiveness and performance of bus stop related products and peer research.

  • Maintains GIS assets used to support regional planning initiatives, including maps, data, and ArcGIS online web maps and applications.

  • Participates in the plan review process to assess impacts of development and roadway/streetscape projects on bus stops and service. Builds and maintains relationships with MARTA staff, jurisdictional partners, and consultants. Outreaches to local governments and other stakeholders, conducts reviews, manages communication, attends field meetings, and produces documentation.

  • Coordinates with MARTA staff, jurisdictional partners, and consultants to assess impacts of development and roadway/streetscape projects on bus stops and service. Coordinates reviews, attends field meetings and produces documentation.

  • Participates in bike and pedestrian projects and represents MARTA in bike and pedestrian-related local and regional initiatives.

  • Familiar with travel demand modeling practices, including Activity-Based Models (ABM), Simplified Trips-On-Project Software (STOPS), as well as regional modeling practices.

  • Works closely with staff and management in Planning, External Affairs, Engineering, Facilities Maintenance, Bus Operations, Safety, Information Technology, and others to address issues related to bus stops and other regional planning initiatives.

Preferred Qualifications and Skills:

  • Master's degree in Landscape Architecture, Planning, Urban Design, Transportation Planning (Transit Specialization Preferred) or related field.

  • Knowledge of travel demand modeling preferred.

What You'll Need

Essential Responsibilities:

  • Investigates, and evaluates the design, elevations and cross-sections, details and technical solutions that best meet the project needs.

  • Develops conceptual, design development and construction-level plans for urban design and landscape architecture (layout plans, planting plans, grading plans and construction details) using CAD software.

  • Develops preliminary design concepts, technical solutions, studies, graphics, models, animation, photo-simulations, illustrations, and reports for projects.

  • Assists in the direction of landscape architectural, land planning, transportation, and urban design projects from concept development through working or submission drawings, and final urban design plans.

  • Coordinates among other in-house disciplines and sub-consultants involved in a project.

  • Production of 3D visualizations using the latest software.

  • Assists in stakeholder and public participation process as needed.

  • Maintains records, collections and files related to specific projects.

  • Assists in the preparation of presentations of project work to client and community groups.

  • Performs other duties as assigned.

Minimum Qualifications:

  • Bachelor’s Degree in Landscape Architecture, Planning, Urban Design or related field and 2 years of related professional experience.

  • Master's Degree in Landscape Architecture, Planning, Urban Design or related field and 1 years of related professional experience


  • Demonstrates fundamental design and production skills with attention to detail with construction/technical competency (i.e., PS&E) with oversight from more experienced staff.

  • Coordinates with clients, sub-consultants, and other personnel within the firm on a regular basis to complete assigned tasks.

  • Develops estimates and take-off lists with guidance from more experienced staff.

  • Delegates the compiling of the list to less experienced staff.

  • Gains an intermediate proficiency with one or more CAD software (AutoCAD, MicroStation, etc.), 3D visualization software (Sketchup, Rhino, Lumion, etc.), and graphics software (Adobe Creative Suite).

  • Collaborates by building partnerships and working cooperatively with others to meet shared objectives with support from more experienced staff.

  • Communicates effectively by developing communications (i.e., graphics) that convey a clear understanding of the unique needs of different audiences with oversight from more experienced staff.
