HNTB Construction Office Engineering Specialist (for Non-Engineering Degrees) in Bellevue, Washington

What We're Looking For

We are currently seeking a Construction Office Engineering Specialist in our Seattle, Washington office to continue to grow our Pacific Northwest Construction Services practice. This position will be based in a Seattle field office as a key member of our construction management team. We are looking for a detail-oriented, organized, self-starter with office engineering experience on public works projects.

Primary Focus Will Include:

  • Manages tracking of submittals, RFIs, PCOs, and other deliverables

  • Maintains as-built record drawings, project files, and records database including specifications, test results, reports, and inspector's daily reports

  • Reviews monthly contractor schedules and pay estimates

  • Assesses impacts of design, construction, and schedule changes and assist in negotiation of cost proposals with contractors

  • Provides proactive communication and coordination with resident engineering team, client, and contractor, including attending meetings and providing reports

  • Conducts regular quality assurance audits of project databases and electronic files

  • Ensures compliance with federal, state, and local construction administration policies related to construction management documentation

  • Provides training to project team

  • Supports project closeout activities

Preferred Qualifications and Skills:

  • Experience on federally funded projects

  • Experience on City of Seattle projects

  • Proficiency with computer applications including Microsoft Word, Excel, PowerPoint, SharePoint, Adobe, Bluebeam, and P6

  • Familiarity with engineering, architectural, and construction documents (plans, specifications, forms, etc.)

  • Experience with preparation of cost estimates

  • Strong written and oral communication skills, including the ability to maintain good working relationships with project team, clients, and contractors.

  • Ability to anticipate problems and proactively develop solutions to overcome those problems

  • Demonstrated ability to set and meet deadlines while juggling multiple assignments

What You'll Need

Essential Responsibilities:

  • Performs office management engineer work when needed including but not limited to; prepares meeting agendas and meeting minutes, assists in processing and maintains tracking logs for RFIs, submittals, pay estimates, and other deliverables.

  • Assists with and monitors construction field work tasks and activities on a project to ensure conformance to plans and specifications. Reads, comprehends, and checks for compliance with applicable contract documents.

  • Performs or observes on-site material testing. Reviews plans and specifications to determine material requirements (quantities and qualities), pricing of materials, etc. and ensures that procedures and materials comply with plans and specifications.

  • Read and interpret construction drawings and specifications and identify discrepancies or conflicts within the documents.

  • Reviews contractor’s daily construction reports for accuracy, thoroughness and consistency. Regularly reviews contractor's as-built mark-ups, documents project progress using video and photos.

  • Consults with Resident Engineer on work progress and construction problems, proactively recommends solutions and assists in the resolution of issues, and acts as a liaison with the engineer of record.

  • Remains current and knowledgeable of industry technology and tools used to perform inspection work through industry resources, training, and research. Gains exposure to new technology and utilizes it (GPS/Rovers) to increase efficiency and accuracy of inspection tasks.

  • Performs other duties as assigned.

Minimum Qualifications:

  • Associates degree in Construction Management or related field and 4 years relevant experience.

  • Bachelor's degree in Construction Management or related field and 2 years field construction experience.

Competencies:

  • Recognizes and escalates discrepancies or conflicts within documents.

  • Interprets and understands the contractor schedules to provide feedback.

  • Operates relevant testing equipment for assigned duties.

  • Understands Microsoft Office Suite and other computer software at an intermediate level.

  • Calculates complex pay quantities.

  • Identifies, documents, and escalates change conditions.

  • Understands document controls for the project (i.e., materials documentation of RFI, contractor payment, contractor employment records) at an intermediate level with guidance from more senior staff.

  • Takes action on new opportunities and tough challenges with a sense of urgency, high energy, and enthusiasm with the support of more experienced staff.

  • Collaborates by building partnerships and working cooperatively within the department to meet shared objectives.

  • Communicates effectively by developing and delivering communications that convey a clear understanding of the project needs in a group setting to the project discipline team.

  • Drives self-development by actively seeking new ways to grow and be challenged using both formal and informal development channels.
