Overview

The time is right to join HNTB Corporation! HNTB is currently seeking a Traffic Management Asst. Manager in our Bradenton, FL office.

Job Summary

Assists the Manager in managing the operation to ensure safe and efficient traffic movement. Assists with monitoring of roadways including detecting, confirming, updating and responding to scheduled and unscheduled traffic incidents, congestion and travel time imbalances. Assists in managing operations in accordance with stated requirements, protocols and policies. Ensures the goals and strategies of the operations plan are achieved. Monitors operators on assigned shift. Assists in the management of all TMC staff 24/7/365.

Essential Responsibility

  • Leads and/or operates various computer-based traffic management systems to manage traffic and incidents on roadways and improve traffic conditions. Leads and/or monitors roadways via CCTV surveillance cameras and detection systems. Leads and/or monitors all traffic devices and computer equipment associated with the system.

  • Maintains advanced knowledge on the operation of all traffic equipment, computers and software associated with the traffic systems.

  • Utilizes traffic equipment for incident management and for the improvement of travel time, safety, and quality of life of the traveling motorists and toll customers.

  • Continually checks the accuracy and validity of the messages displayed on all DMS, HAR, and 511 messages broadcasted on a particular system

  • Ensures entry incident information into computer systems using traffic software.

  • Maintains expert knowledge with the roadways and understands the purpose and location of each traffic device (i.e. detector stations, CCTV, and 511).

  • Alerts operator staff to new and existing memos / information / changes.

  • Uses SOP/SOG to detect, dispatch, monitor, and document roadway incidents.

  • Dispatches Road Rangers and assists Road Rangers with other tasks, such as phone calls, etc.

  • Performs other duties as assigned.

Additional Responsibilities

  • Management – Monitors operation performance of operator and supervisors. Assists with annual performance reviews. Trains and develops operators and provides guidance and direction to operators. Escalates any performance decisions to the Manager.

  • Leadership – Coordinates information flow within the operations room and for facilitating response to disasters and high profile events affecting traffic. Provides all management functions in absence of Manager.

  • Scheduling – Leads overall complex monthly scheduling to provide sufficient staffing in operations rooms for different shifts. Is available to work multiple shifts including night shift as needed.

  • Operations – Performs operations duties and assists operators with ongoing workload.

  • Quality Assurance - Provides quality assurance on the handling of all events in the operations room. Reports problems to manager and develops remedial programs to improve employee performance.

  • Systems – Reports on internal or external system irregularities and works with team to resolve issues. Performs daily maintenance checks of systems. Ensures any outages are reported to the help desk.

  • Communication – Facilitates information exchange between the operators and all dispatch. Elevates critical issues appropriately. Confers with RTMC partners (highway patrol, Road Rangers, Local Law Enforcement, Fire Rescue, etc.) as well as adjacent Traffic Management Centers or other DOT Districts to coordinate resources for incidents that may affect regional travel.

  • Reporting – Provides required reports and data daily, weekly, monthly, quarterly. Prepare reports on performance measure, efficiency, effectiveness, volume, achievement and other related metrics.

  • Meetings / Communication – Participates in TM meetings, critical incident reviews, and interagency coordination. On occasion performs public relations activities, marketing, tours, and presentations in the absence of the manager.

  • Training – Helps create updates to Standard Operating Procedures and Quick Reference Guides. Ensures team is well trained and certified as required.

Basic Qualification

Associate's degree

3 years supervisory experience directing and leading teams

2 years experience in a directly comparable role

In lieu of education, 4 years experience in a direcly comparable role

  • Excellent working knowledge of traffic management systems

Preferred Qualification/Skills

  • Experience operating computers, working in fast paced / quickly changing work environment.

  • Good communication skills – oral, writing, reports, clear communication over radio.

Office Environment: Work is generally performed in an office environment in which there is only minimal exposure to potentially unpleasant working conditions. Incumbent must have the ability to stand and sit frequently, and reach horizontally as well as vertically for overhead use.
