HNTB Utility Coordinator II in Harrisburg, Pennsylvania

This opportunity assists in the utility coordination during the design phase of projects including subsurface utility engineering (SUE), resolution of utility conflicts, documentation and utility clearance. Works closely with clients, utility owners, industry partners and across design disciplines to assess project’s impacts on roadway and transit projects prior to construction.

What You'll Do:

  • Performs office management engineer work when needed including but not limited to; prepares meeting agendas and meeting minutes, assists in processing and maintains tracking logs for RFIs, submittals, pay estimates, and other deliverables.

  • Assists with and monitors construction field work tasks and activities on a project to ensure conformance to plans and specifications. Reads, comprehends, and checks for compliance with applicable contract documents.

  • Performs or observes on-site material testing. Reviews plans and specifications to determine material requirements (quantities and qualities), pricing of materials, etc. and ensures that procedures and materials comply with plans and specifications.

  • Read and interpret construction drawings and specifications and identify discrepancies or conflicts within the documents.

  • Reviews contractor’s daily construction reports for accuracy, thoroughness and consistency. Regularly reviews contractor's as-built mark-ups, documents project progress using video and photos.

  • Consults with Resident Engineer on work progress and construction problems, proactively recommends solutions and assists in the resolution of issues, and acts as a liaison with the engineer of record.

  • Remains current and knowledgeable of industry technology and tools used to perform inspection work through industry resources, training, and research. Gains exposure to new technology and utilizes it (GPS/Rovers) to increase efficiency and accuracy of inspection tasks.

  • Performs other duties as assigned.

What You'll Need:

  • Associates degree in relevant field and 4 years relevant experience, or

  • Bachelor's degree in Construction Management or related field and 2 years relevant experience.

Primary Focus Will Include:

  • Assists in the implementation of utility coordination program(s) for mega and super mega projects including, but not limited to, subsurface utility investigation, resolution of utility conflicts, the management of documentation as required by the client and utility clearance that is in conformance with state/federal regulations and industry standards. May lead the execution of less complex projects, as defined by the office.

  • Assists with the preparation and packaging of utility construction permits for submission to municipal and state agencies, including Relocation Claim Letters, Notice to Owners, Reimbursement Package and Utility Agreements, as appropriate.

  • Coordinates with subsurface utility investigation companies, surveyor and utility companies. Activities include collecting and organizing existing plans, data, agreements and property right documents.

  • Facilitates utility meetings as requested by Project Team, Clients, Stakeholders, and Utility Companies both in office and in the field including the preparation of handouts and meeting minutes. Maintains ongoing communication with utility owners, project owners and/or clients to address conflicts as they arise. Maintains communication and collaboration among relevant disciplines within HNTB.

  • May perform technical discipline tasks including research, design reviews and specification preparation to ensure the most efficient and cost-effective execution of assigned projects. Plots existing utilities in 2D and 3D in MicroStation, AutoCAD, and similar platforms

  • Develops and maintains the conflict quality matrix.

What We Prefer:

  • Experience in Microstation and/or AutoCAD

  • Knowledge of construction techniques to support transportation infrastructure and/or utilities

  • Experience with transportation infrastructure owners (PennDOT, SEPTA, Amtrak and DRPA)

  • Experience coordinating utilities with utility owners such as (PECO, Aqua, PGW and Comcast)
