The Senior Communications Engineer (SCE) will analyze existing communication systems and define, design, develop, and implement complex technical products and systems specific to project needs. The (SCE) is a fully-qualified professional proficient in the application of a majority of complex communication systems engineering practices and techniques including various radio system technologies, TCPIP, LAN, WAN, Security systems, passenger Information Systems and other type of network design and implementation. Should be familiar with application of various communication systems for Automatic Train Control, Positive Train Control (PTC), Communication Based Train Control (CBTC)systems.
This position is based in our Oakland, CA. The SCE may occasionally be required to travel and work on transit/rail systems projects across the U.S. including projects in other parts of California, Denver, Chicago, New York and Seattle.
Systems Project Engineer focusing on Positive Train Control Systems.
Works with clients to develop concept of operations and designs guidelines for positive train control system.
Develops project schedule and implementation plan including detailed work breakdown structure.
Provides detailed analyses and presentations of technical options.
Familiar with FRA compliance requirements for PTC systems including PTCDP, PTCIP, RSD and PTCSP plans.
Familiar with United States Code of Federal Regulations 49 CFR 236 subparts H, I, and other CFR requirements relative to implementation of Positive Train Control.
Develops proposals and cost estimates.
Develops test plans and procedures, performs field testing, and troubleshooting.
Supervises and trains junior staff and travels occasionally to different project and client locations.
Performs other duties as assigned.
Experienced in verification of vehicle-to-wayside communication system design, ground-to-ground radio network design, and ground-to-train communication systems.
Assesses communication system architecture and hardware limitations of complex systems.
Well experienced in defining interfaces between civil structures and systems related equipment and ability to interface and effectively communicate project related issues with the CCTV, PA/VA, Fire detection, radio, fiber optic, network equipment and train control equipment suppliers.
Technical proficiency in the design, integration, manufacture, commissioning, operations & maintenance of rail transit vehicles, systems, and facilities.
Gathers business and product functional and performance requirements. Defines and designs system specifications, input/output processes, and working parameters for hardware/software compatibility.
Reviews literature, patents, and current practices relevant to the solution of assigned projects.
Reviews the completion and implementation of system additions and/or enhancements. Make recommendations to Project Managers for implementing process improvement techniques.
May author technical whitepapers on approaches to the client’s operational needs, and as a basis for future development and proof of concept.
Performs other responsibilities associated with this position as may be appropriate.
High degree of proficiency in utilizing professional knowledge to effectively lead the solution of engineering problems in accordance with project requirements.
Excellent interpersonal skills and ability to communicate and work effectively with clients, direct reports, managers and team members on complex systems issues pertaining to assigned tasks.
Knowledgeable of all applicable design tools and software including AutoCad, Microstation, ProjectWise MS Excel, MS Word, MS Project / Primavera and other software applications
Self-motivated with proven ability to work independently and demonstrate strong leadership and team-building skills.
Bachelor's degree in Engineering or technical field
10 years relevant railroad industry experience
In lieu of education, 14 years relevant railroad industry experience
BS/MS degree in Electrical Engineering or Computer Science (or related field)
California PE is a plus
Candidates will have at least 12-15 years of rail industry experience with at least 10 years’ experience in a position which involved leading communications systems teams for transit / rail projects.
Candidate must be able to demonstrate a track record of satisfying client needs and the ability to operate autonomously with minimal supervision.
General Work Conditions
Combination Office and Field Environment: Most work is performed in an office environment in which there is only minimal exposure to potentially unpleasant working conditions. Incumbent must have the ability to stand and sit frequently and reach horizontally as well as vertically for overhead use. Work may infrequently be performed at client’s job site, construction trailer, and in the field. Work may sometimes require working in inclement weather, working in a construction site, being exposed to heavy construction equipment and doing extensive walking. Adherence to applicable safety protocol is required.
