HNTB Senio Utility Coordinator in Santa Ana, California

What We're Looking For

Join our growing Southern California Transportation Team! We are growing our offices in the Inland Empire (Ontario) and Orange County (Santa Ana). We are supporting high profile transportation projects in the Inland Empire and Orange County such as Brightline West (high speed rail), I -10 Freeway corridor in San Bernardino, various LA Metro and Caltrans Highway projects! Core Competencies:

  • Communication: Must be proficient in both verbal and written communication. Must be a good listener and comfortable presenting material to gatherings of various sizes. Must be composed and articulate in meetings, telephone conversations and in writing. Responds quickly and appropriately to e-mails, phone messages and texts.

  • Collaboration: The position will require meeting with utility owners and various stakeholders to complete tasks related to addressing utility conflicts and finding resolution. Tasks will include leading and facilitating workshops and activities. The incumbent must work well with others and be driven to find common ground amongst a diverse team.

  • Conflict Management: Encourages open discussion, recognizes difference in opinions and embraces the opportunity for resolution. Capable and focused on creating a positive environment and working well with others to achieve a common goal.

  • Self-Starter- Incumbent should be self-motivated and willing to work independently to achieve required goals. Organizational skills and self confidence are mandatory traits for this position. Must be proactive and persistent yet understanding.

  • Analytical skills and Decision Making- Approaches problems using a logical systematic approach. Ability to make critical decisions after weighing priorities and assorted opinions from others.

  • Organized- The position will require an inordinate amount of documentation including but not limited to meeting agendas, minutes, action item logs, diary entries, claim letters, Notice’s, Utility Agreements, Reports of Investigation, liability research, invoicing, spreadsheets, cost estimating, deed writing, field notes and mapping. These documents must be maintained and filed appropriately for potential audit purposes. Organizational skills and the ability to multi-task are a must.

Desired Skills

  • Proficient with Microsoft word and excel.

  • A keen understanding of the utility coordination process as it relates to third party utility owners and Caltrans.

  • Knowledgeable regarding right of way rights, easements, franchises, encroachment permits, joint use and consent to common use agreements. Ability to determine liability based on researching prior rights through title research, easement documents, permitting, licensing, franchises etc.

  • General understanding of third-party utility owners and their processes as related to conflicts with public infrastructure projects.

  • Ability to read and decipher a variety of project plans as provided by various engineering groups.

  • General knowledge of State, Federal, County and City laws, policies, rules, regulations and procedures as they relate to the relocation of utilities.

Preferred Qualifications

  • Bachelor’s degree- does not need to be related to engineering

  • 5 -10 years relevant experience

What You'll Need

Essential Responsibilities:

  • Communicates with property owner(s) to identify property that could be used in public projects.

  • Negotiates offering price for property.

  • Reviews property appraisals to assess value of private property for acquisition.

  • Works with design engineers and staff, reviews highway right-of-way plats, and interprets construction plans to determine where property may need to be acquired.

  • Networks with government officials and staff to understand public project goals and issues relating to property acquisition.

  • Pursues modifications of utility rights to create more land for public/project use.

  • Performs other duties as assigned.

Minimum Qualifications:

  • High School Diploma/GED or equivalent

  • 5 years Real Estate/Right of Way experience

  • Real Estate Sales or Broker license
