HNTB Office Quality Manager – Transportation Infrastructure Design in Seattle, Washington

This opportunity entails being responsible for quality management within the office as well as managing quality on some of the most significant projects in the office.
At the office level, the candidate will be responsible for championing the achievement of Quality Work on all projects within the Office, resulting in greater profitability and higher levels of client satisfaction through implementation of the HNTB Quality Management Standard of Performance (SOP) and the Quality Management System (QMS). Responsible for working with the Division Quality Manager and/or the Corporate Quality Officer (CQO) on continual improvement to the QMS, achievement of corporate quality initiatives, and oversight of QMS implementation within the Office. The OQM develops, analyzes, and reports on quality implementation statistics and quality performance measures within the Office to the Office Management Team, Division Quality Manager, and CQO. This position supports Project Quality Managers and project teams in the implementation of the QMS on all Office projects.
At the project level the candidate will be responsible for working directly with the Project Manager, to develop, implement, and manage the quality of project deliverables through a Project Quality Plan (PQP) meeting the requirements of the HNTB Quality Management System (QMS) and project/client requirements, inclusive of quality management approach for subconsultants. Proactively work with the project team to ensure compliance with the PQP including the oversight of quality check and review activities. Develop project quality performance metrics and report to project/office leadership.
What You'll Do:
Office Level
Ensures understanding and implementation of the corporate QMS within the office.
Reports on quality performance and leading improvement actions to support the office strategic plan and/or to address quality issues.
Participates in all hands meetings to share quality performance, QMS changes, best practices and lessons learned with office staff.
Provides annual QMS Refresher Training to office staff.
Gathers quality performance metrics along with best practices and challenges and report those to the CQO.
Trains and mentors Project Quality Managers in the office to achieve consistent application of the QMS to all projects, facilitates the sharing of best practices and solutions to challenges, and reinforcing PQM responsibilities.
Participates in draft work planning efforts to understand client quality management requirements.
Assigns Project Quality Managers to projects and reviews and approves of Project Quality Plans for projects within the office. Facilitates After Action Reviews on office level projects.
Develops and implements a quarterly Quality Audit schedule covering active projects within the office to identify continual improvement opportunities.
Investigates lost earnings driven by quality performance to identify root causes and determining appropriate corrective actions to prevent similar recurrence.
Performs other duties as assigned.
Project Level
Determines the quality plan approach for the project.
Develops Custom PQP, when required, and work with PM to obtain client approval.
Determines the quality plan approach for subconsultants. Reviews and approves subconsultant quality plans.
Partners with the Project Manager (PM), and Task/Functional Leads, identify project deliverables and determine necessary quality check and review activities.
Provides PQP training for project team members, including Subconsultants.
Performs Quality Assurance (QA) Reviews or QA Audits. Manages quality audit and corrective/preventive action systems.
Performs root cause analysis and implement appropriate corrective actions to address quality issues.
Develops and reports on project quality performance metrics to project team and Office Management Team (OMT) as part of Monthly Project Reviews.
Facilitates continual improvement and share lessons learned/best practices.
Performs other duties as assigned.
What You'll Need:
Bachelor's degree in Quality Management/Engineering, Civil Engineering, Industrial Engineering, or other related engineering or math/science degree and 10 years of relevant experience.
In lieu of degree, 14 years of relevant experience.
What You'll Bring:
Leading Design Quality Management on major transportation infrastructure projects.
Experience with various project delivery methods (PS&E, Design Build, etc)
Leadership abilities, ability to influence others as you will drive a culture of quality.
Strong verbal and written communication skills.
Proactive.
Process-oriented.
Root cause analysis and continual improvement skills.
Ability to identify and implement quality performance metrics.
Ability to work collaboratively in a team environment.
Ability to present key information to executive leadership
Previous experience developing quality plans and auditing for compliance as well as determining, analyzing and reporting on quality performance metrics and management of a corrective/preventive action or similar continual improvement system.
What We Prefer:
12 years of relevant experience in Design Quality Management.
American Society for Quality (ASQ) Certified Manager of Quality/Organizational Excellence, or Certified Quality Auditor certification.
Ability to acquire certification within 6 months of beginning position if certification has not already been obtained.
PMP, DBIA, AICP, or CMAA certifications
Experience working with quality management systems compliant with ISO 9001, FTA or similar quality requirements.

The approximate pay range for the Greater Seattle, WA Metro Area is $138,958.68 - $217,345.65. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.

The approximate pay range for the Olympia, WA Metro Area is $120,833.64 - $188,996.21. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
