Overview

The time is right to join HNTB Corporation! HNTB is currently seeking a Business Analyst II - Contracts in our Washington, D.C. office.

This position is an excellent opportunity to join our multi-disciplined team co-located with a major transit agency in Washington, DC. The overall objective of this position is to contribute to the agency’s success through quality improvement initiatives and action plans to ensure safety, reliability, and customer satisfaction.

Job Summary

Sets up, modifies and customizes systems to meet project needs, business procedures, workflows, change approvals, and client and HNTB needs. Builds workflow and reporting into system when possible. Communicates to project teams and clients. Trains others on the system including the development of training documents. Uses a variety of software and fully understands and leverages the functionality of each. Generally works on lower complexity projects and/or assists on higher complexity projects. Provides basic level of business analysis support.

Essential Responsibility

  • Documents results of discussions regarding project requirements and procedures. Drafts project procedures based on discussions, documented requirements, and contractual documents.

  • Builds workflow diagrams to support modeling of business processes and development of procedures.

  • Drafts project procedures based on input from project team and other Business Analysts.

  • Develops training documents. Provides training to project staff.

  • May act in system administrator role on projects of low to moderate complexity.

  • Supports more experienced Business Analysts in all functions and responsibilities.

  • Performs other duties as assigned.

Additional Responsibilities

The successful candidate will be responsible for the following:

  • Provide quality assurance and compliance with acquisition and procurement standards.

  • Perform audits to assure procured materials and services are delivered in accordance with the contract schedule, dollar amounts, and quality standards.

  • Review contracts for:

-Compliance with applicable rules and regulations.

-Scope of procurement

-Document consistency

-Commercial terms and general conditions

  • Monitor performance of contracts, and purchase orders to assure compliance with contract and purchase order requirements.

  • Perform root cause analysis of procurement processes to discover impediments to timely delivery of services and materials, and recommends improvements.

  • Provide quality assurance, internal compliance, for the procurement of materials, services, and contracts.

  • Analyze data and information to promote process improvements, develop standards, and evaluate systems and processes used in the procurement of materials, services and contracts.

  • Perform independent and objective appraisals for a service, process, product, or system to ensure compliance with contracting and procurement policies and procedures, laws, and regulations.

  • Partner in the preparation, modification, and implementation of corrective action plans.

  • Provide support for monitoring and tracking compliance with internal and external regulations, rules, and requirements.

  • Travel to various agency locations within the Washington, DC metropolitan area.

Basic Qualification

Bachelor's degree in Engineering, Architecture, Construction Management, Information Technology or Business

2 years related experience

In lieu of education, 6 years IT business process analysis and/or project controls experience

General Work Conditions

Office Environment: Work is generally performed in an office environment in which there is only minimal exposure to potentially unpleasant working conditions. Incumbent must have the ability to stand and sit frequently, and reach horizontally as well as vertically for overhead use.
