What We're Looking For
Provides guidance to the client to ensure appropriate delivery of business best practices in the areas of Standard Operating Procedures, Budgeting, Estimating, Scheduling, Subcontract Management, Change Management, Cost Management, and Project Controls. Will consist of one or more projects with various Client profiles and diverse scopes. Through implementation of best business practices in alignment with the Client’s policies and standards of performance, this role will provide critical project management and project controls oversight throughout a project’s lifecycle. Typically involved in a program management capacity and directly supporting a client.
Primary Focus Will Include:
Assessing current "as is" operational practices and implementing best practices for a "to be" solution.
Assessing new technology adoption and the impact to the Organization or Department's policy, Standard Operating Procedures, and organizational structure.
Preferred Qualifications and Skills:
Master's degree in Business or Engineering
PMI Certification, other contracting/project management certifications
13 years financial and/or contract experience in Engineering, Architecture, and/or Business financial controls. Background in major capital projects for transit agencies or stakeholders.
Significant knowledge of Project Controls/Project Management Processes & A/E Industry
Knowledge of Accounting/Financial Principles and Practices
Knowledge of Procurement/Contracts in support of capital projects
Good communication skills (written and verbal)
Proficient in Microsoft Excel and Word
Strong financial acumen and analytical abilities
Leadership Skills (works well independently and in team environment, able to direct/manage others effectively, work with all levels of management, independent decision-making abilities)
Excellent organizational skills and ability to multi-task
Ability to think strategically
What You'll Need
Directs and participates in the development and initial build of project fee proposals, financial burn/revenue analysis, project labor forecasts, cash flow forecasts. Assists, coordinates and/or has oversight of development of project schedule and coordinates preparation and analysis of schedule baseline, progress schedule reporting, specialty schedules, schedule analysis, that tie to the Client, and other compliance-related requirements. Identifies trends and deviations and recommends solutions or recovery plans for multiple financial scenarios related to project performance.
Coordinates project specific month-end reporting and revenue recognition activities. Responsible for maintaining the integrity of the project financial data that result in accurate reporting and projecting of project performance with compliance to internal and external governance requirements (Client requirements, industry standard accounting requirements and government requirements that may include FTA and various states). Provides oversight and guidance (reviewing for accuracy/clarity) to the project and office business teams through the preparation of financial, cost control, schedule material for internal and external meetings. This includes providing appropriate financial documentation, data analysis, and reports to assist in the project management and dissemination of information/reports/deliverables to key stakeholders.
May be responsible for hiring, supervising, managing, training and mentoring of project oversight staff. Responsible for assignment of tasks and duties and for first-level review of deliverables. Responsible for all aspects of Career Planning & Development process, including goal setting, coaching, and performance evaluation. May provide ad-hoc training to project team members.
Creates, coordinates, edits and publishes guidelines, manuals, and document SOPs with the project’s oversight staff for use by project staff to support the Project Management Plan (items may include: Cost Management Plan, Schedule Management Plan, Change Management Plan, Project Review Action Plans, Project Financial Workplan, Risk Management Plan, and Document Control Plan).
Reviews, analyzes, and make recommendations on procurement and contract documents, prepare draft contract documents in coordination with Client specifications. Establishes rapport with client-counterpart to understand client payment process, influence timely processing of invoices, and resolve outstanding issues.
Assists with subconsultant management
Leads financial and contractual portions of project close out activities which include financial portion of claims process and resolution, sub contract close outs, and contractual financial close out procedures as applicable.
Performs other duties as assigned.
Bachelor's degree in Accounting, Business, Construction, Engineering, Finance, or relevant degree
10 years financial and/or contract experience in Engineering, Architecture, and/or Business financial controls.
In lieu of education, 14 years financial and/or contract experience in Engineering, Architecture, and/or Business financial controls.
