HNTB is looking to hire a talented Track and Rail Resident Engineer to work out of our Fort Lauderdale, West Palm Beach, Deerfield Beach, or Miami, FL offices .
The candidate will act on behalf of the client to manage the day to day oversight of rail system construction contracts with an estimated value ranging from $5 to $20 mill. The candidate must have demonstrated competency in one or more of the categories mentioned. The candidate must be familiar with one or more of the various rapid transit and commuter railroad clients’ standards and operating and force account procedures. The candidate must have a successful track record previously working with railroad clients and issues involved with managing construction work around passenger rail operations. The candidate must possess excellent interpersonal and communication skills and be proactive with client(s) to balance multiple competing needs such as construction, rail operation, and station facility operations and force account availability.
Responsible for overall field contract management, administration and coordination on mid to large size projects of a diverse and complex nature. Has full technical responsibility for interpreting, organizing, executing and coordinating construction engineering assignments involving unique or controversial problems which significant affect major corporate programs. Responsible for monitoring assigned staff to determine that the contractor's activities are monitored and controlled in accordance with design specifications and contractual requirements. On-site liaison between Client, Company Personnel and Contractor I in resolution of project issues. Act as a specialist in the application of advanced concepts, principles, techniques and procedures for an assigned area of responsibility. Analyze complex construction/design problems requiring the development of new or improved techniques or procedures and consults with design engineering personnel. Represents projects at meetings and conferences.
Reviews and drafts responses to Contractor's correspondence as required.Implements on site procedures to assist staff in performing their work.
Collects data to brief Client on project issues and provides possible resolutions.
Reads and interprets plans.
Monitors Contractor progress and compares with reviewed Progress Schedule.
Mentors and trains staff.
Administers JPI's and Budget.
Performs other duties as assigned.
The candidate must be capable of managing various resident engineer responsibilities which include: all office engineering functions (i.e. submittal reviews, RFI’s, NCR’s, contractor invoicing review and payment processing), QA oversight, monthly schedule review, track and report submittals and RFI’s status, be familiar with design and contract documents, negotiate change orders, facilitate resolution of technical design issues, review and approve contractor site access and logistics plans, and facilitate all contractor’s requests for force account support.
The candidate must have demonstrated experience in the supervision of construction management staff.
The candidate will be accountable for the performance of field inspection staff and review of daily inspection reports.
The candidate will be required to make frequent and routine visits to the work site to inspect the progression and performance of the contractor’s work.
The candidate will be responsible for conducting periodic meetings with the client, designer of record and the contractor to discuss progress and resolve outstanding technical and administrative issues.
The candidate will be required to oversee the contractor’s work site safety plan and activity specific safety plans.
15 years relevant experience
The candidate may occasionally be required to work nights and weekends depending on the contractor’s staging plans.
At least 15 years of Rail Construction experience required.
BS in Civil Engineering with experience in construction of major road or bridge structures, or for non-degreed personnel six(6) years of responsible and related engineering experience, two (2) years of which involved construction of major road, bridge structures, or track and systems.
Experience working on DOT Construction Transportation Projects required.
PE license preferred.
Familiarity with electronic file management systems.
Experience in planning and organizing the work of subordinate and staff members.
Experience in developing and/or reviewing railroad policies, methods, practices, and procedures.
Experience in reviewing programs for conformance with FRA, AREMA, and railroad standards.
General Work Conditions
Combination Office and Field Environment: Most work is performed in an office environment in which there is only minimal exposure to potentially unpleasant working conditions. Incumbent must have the ability to stand and sit frequently and reach horizontally as well as vertically for overhead use. Work may infrequently be performed at client’s job site, construction trailer, and in the field. Work may sometimes require working in inclement weather, working in a construction site, being exposed to heavy construction equipment and doing extensive walking. Adherence to applicable safety protocol is required.
